Auditor of State Recognizes City

Auditor of State Mary Taylor’s office presented city of Willoughby officials with the “Making Your Tax Dollars Count” award for their fiscal year 2005, 2006 and 2007 audits. Fewer than five percent of all Ohio government agencies are eligible for this award.

“I am proud to recognize city of Willoughby officials for their commitment to fiscal accountability. I commend them for receiving this honor and encourage them to continue making financial accountability a high priority,” said Taylor.

Certain criteria must be met to receive the “Making Your Tax Dollars Count” award. Standards include:

  • The entity must complete and submit a Comprehensive Annual Financial Report (CAFR).
  • There must be no findings or issues present in the audit report.
  • There must be no other financial concerns involving the entity.

City of Willoughby Mayor David E. Anderson, Director of Finance Raymond J. Rogowski, CGFM and Deputy Finance Director Diane C. Bosley, CPA accepted the award.

The Ohio Auditor of State’s office is one of the largest accounting offices in the nation. The office strives to ensure that all public funds are spent legally and appropriately and works aggressively to root out fraud, waste and abuse in public spending. The City of Willoughby has a 2% municipal income tax. It is a tax imposed on annual net profits earned in Willoughby and all salaries and compensations. (Payroll Tax)

All residents are required to file a return whether one has income or not. Individuals who are retired must fill out an Exemption Certificate (the top portion of the tax return form). City tax returns are due April 15. The City will be holding two free city tax assistance sessions in April. Please call (440) 951-2800 for further details.

RITA (Regional Income Tax Authority) acts as administrator and enforcer of the city tax for Willoughby and various other communities. Please visit the RITA website to download tax forms and for additional information regarding the city income tax.
